IRC Server with WebIRC and Matrix Bridge

We could run Ergo IRCd, which is a single IRC server with no network capability, but it has history support.

With a web IRC client like gamja, we could have a public channel that's accessible to new potential members, without having the bar of Matrix, XMPP or Mail.
